Position Overview

AKIVA is seeking a General Engineer to support the VA Long Beach Healthcare System across development and planning, engineering advisement, construction/maintenance administration, in-house design, and AE design management. The General Engineer determines requirements, prepares designs, specifications, and estimates, and applies broad engineering knowledge to diverse and intense work complexities — while supporting Environment of Care, customer service, infection control, and ADP security obligations.


Key Responsibilities

•          Development and Planning: Determine requirements, perform reconnaissance, establish location, and prepare designs, specifications, and estimates; apply broad knowledge methods, precedents, and standards to diverse work; perform or direct surveys and investigations to establish baseline data

•          Professional Engineering Advice: Provide professional advice to peers, subordinates, and non-professional administrators or managers; review plans, specifications, and analyses submitted by subordinate engineers; direct necessary changes and oversee construction or maintenance project management

•          Construction, Maintenance & Project Administration: Perform scheduling, layout of operations, inspection and surveillance of materials, methods, and equipment; prepare detailed cost estimates for project funding and bid evaluation; prepare correspondence, technical reports, fact sheets, status reports, and schedules; review shop drawings, samples, and materials certifications

•          In-House Design and AE Design Management: Develop in-house designs including drawings, specifications, detailed cost estimates, manufacturer cut sheets, and construction documents compliant with building codes and safety standards; establish design criteria for AE firms and review/approve AE deliverables; direct AE preparation of change order documents

•          Environment of Care: Implement and monitor OSHA goals for Life Safety Management, health, and environment; report safety hazards, accidents, and injuries; monitor hazardous materials, MSDS, waste management, fire protection, emergency preparedness, and environmental compliance

•          Customer Service: Meet customer needs while supporting VA missions; communicate with Veterans, representatives, visitors, and VA staff in a courteous, tactful, and respectful manner; handle conflict constructively

•          Infection Control: Demonstrate infection control practices for disease prevention (hand washing, universal precautions, isolation procedures, TB precautions)

•          ADP Security: Protect printed and electronic files containing sensitive data in accordance with the Privacy Act of 1974, federal regulations, VA statutes and policy, and VHA policy


Required Qualifications

•          Minimum 7 years of General Engineer experience

•          Bachelor's degree in engineering

•          Familiarity with Patient Centered Care culture in healthcare

•          Knowledge of healthcare design and understanding of fire codes, building codes, barrier-free codes, systems, components, cleaning and maintenance concepts, ergonomics, and safety criteria

•          Ability to review and interpret blueprints and specifications

•          Proficiency with the Microsoft Office Suite (Excel, Word, PowerPoint, Access, Outlook)

•          Effective written and verbal communication with contractors, management officials, vendors, Contracting Officers, and VA Long Beach staff

•          Must be authorized to work in the United States


Preferred Qualifications

•          Professional Engineer (PE) licensure

•          Experience with Microsoft Project and Revit

•          Experience using VISTA (Veterans Health Information & Technology Architecture) to access information in the Medical Center Computer System
