Union Rescue Mission (URM) is a 501(c)(3) nonprofit organization located in the Los Angeles Metropolitan Area. We are dedicated to serving men, women, and children experiencing homelessness and providing comprehensive emergency and long-term services to help them escape the dangerous streets of Skid Row. Established in 1891, URM is now one of the largest rescue missions of its kind in the United States and the oldest in Los Angeles. POSITION SUMMARY:  

Reporting to the VP of Human Resources, the Human Resource Manager leads and directs the routine functions of the Human Resources department and oversees and develops the human resources staff. Responsibilities include, full-cycle recruitment and compensation management, employee relations, process improvement, and ensuring the organization is compliant with State and Federal laws.

ESSENTIAL FUNCTIONS:

  • Oversee and develop human resources staff. 
  • Administer various human resource plans and procedures for all company personnel. 
  • Assist in the development and implementation of personnel policies and procedures; prepares and maintains employee policies and other human resources documentation, as needed. 
  • Oversee the New Employee Orientation. 
  • Help with employee relations matters to include discipline, terminations, and investigations. 
  • Maintain company organization charts. 
  • Ensure that the organization complies with State, Federal, EEO, ADA, OSHA, and other legal requirements. 
  • Help mentor and coach leadership through employment related issues that can range in complexity. 
  • Review new and/or updated job descriptions and determine job classification as well as market competitive pay range. 
  • Responsible for staying current on compensation best practices and relevant compensation, benefits and payroll laws and regulations. 
  • Identify and implement opportunities for improvement to existing processes and procedures. 
  • Attract applicants by writing compelling job descriptions and posting job advertisements across various job boards and social media platforms. 
  • Actively source qualified candidates using internet databases, social media, and employee referrals.  
  • Conduct prescreening interviews, coordinate phone and onsite interviews, checks references, and act as the liaison between candidates and hiring managers at all stages of the process. 
  • Connect the right talent to the right opportunity to advance the organization’s purpose and priorities. 
  • Implement recruiting strategies and best practice initiatives across the company. 
  • Train and advise hiring managers on interviewing techniques and assessment methods. 
  • Brainstorm and implement new sourcing methods and tracks recruiting metrics. 
  • Participate in job fairs and career events.  
  • Build the organization’s professional network through relationships with HR professionals, colleges, and other partners. 
  • Stay up-to-date and comply with changes in labor legislation. 
  • Assists with meetings and events, as needed. 
  • Maintain confidential files, documents, lists, and databases.  
  • Assist the HR department and conduct other tasks and projects as assigned by the VP of HR.

SUPERVISORY DUTIES:

Interviewing, hiring orienting and training employees; planning, assigning, and directing work; coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Requirements

EXPERIENCE, EDUCATION AND LICENSURES:

  • A bachelor’s degree in human resources management or related field is preferred or an equivalent combination of education and experience.  
  • At least 5 years of progressively responsible experience in Human Resources, including full life cycle recruitment experience. 
  • Human resource experience in a non-profit environment is a plus. 
  • Prior experience managing a HRMS system. 
  • Knowledge of compensation and benefit concepts, laws, and regulations. 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Excellent interpersonal skills; ability to work well with all levels of staff. 
  • Ability to successfully lead and manage others. 
  • Strong organizational skills; ability to manage multiple projects in a high volume environment. 
  • High level of proficiency with recruiting tools and social media networks. 
  • Strong experience with phone and in-person interviews, candidate screening, and evaluation. 
  • Ability to give presentations in a group setting. 
  • Excellent oral and written communication skills. 
  • Strong decision-making skills. 
  • Must have proficient knowledge of Microsoft office. 
  • Solid understanding of labor legislation and payroll process. 
  • Ability to maintain a professional appearance and demeanor at ALL times due to the high visibility of this position. 
  • Ability to maintain confidentiality at all times due to the confidential and sensitive nature of the department.  
  • Ability to travel locally.  
Salary Description
$82,000 - $84,000 (depending on experience)
